About Us
AVS Underwriting, LLC was created in 1994 to provide life expectancy evaluations to the life insurance settlement industry. Through the years, we have provided more than 300,000 reviews for more than 1,000 clients and expanded our services to include redaction, insurance application reviews, policy tracking, premium monitoring, and longevity data. AVS is located in Kennesaw, Georgia, a northern suburb of Atlanta. We employ physicians, nurses, medical underwriters and support staff. AVS is a founding member of the Life Insurance Settlement Association and Life Expectancy Provider Group (LEPr); and a member of the Institutional Life Markets Association.

President
Phil Loy
Phil Loy is the founder and President of AVS Underwriting, LLC and has been active in the life settlement industry since 1994. Mr. Loy graduated from Mount Saint Mary’s College and the University of Houston. He is a founding member of the Viatical Association of America (VAA) and the Life Expectancy Provider Group (LEPr). He has served on the Boards of Directors of the Life Insurance Settlement Association (LISA) and the National Viatical Association (NVA).

Ron Kreiter
Ron Kreiter joined AVS in August 2004. He graduated from Ohio State University and obtained his JD from Oklahoma City University. He specializes in the area of insurance regulatory and compliance law. He has been in insurance law for 34 years and served as the Deputy Insurance Commissioner in Kentucky and Assistant Commissioner in Oklahoma. He also served as an attorney for the Oklahoma Legislature and the Governor of Oklahoma. He has been in the area of life settlements for over 10 years.

Rita Neff
Rita Neff has an extensive history in the medical field as an RN and a Chiropractor. In September 1999 Ms. Neff went to work for American Viatical Services as an Abstract Writer. She was promoted to office manager in January 2000. In January 2008 she was advanced to Abstract Writer Director. She has worked in most capacities at AVS and currently serves as Chief Operations Manager.

Lou Anne O’Donnell
Lou Anne O’Donnell is a registered nurse who has practiced in clinical, management and academic roles for over 23 years. Areas of nursing expertise include emergency medicine and operating room nursing. She has been employed at AVS Underwriting since 2005 and has been the Medical Director since 2010.
